These officials knew that the Chinese lab was proposing to create a COVID 19-like virus and not one of these officials revealed this scheme to the public. In fact, 15 agencies with knowledge of this project have continuously refused to release any information concerning this alarming and dangerous research.
Government officials representing at least 15 federal agencies were briefed on a project proposed by Peter Daszak’s EcoHealth Alliance and the Wuhan Institute of Virology.
This project, the DEFUSE project, proposed to insert a furin cleavage site into a coronavirus to create a novel chimeric virus that would have been shockingly similar to the COVID-19 virus.
For years, I have been fighting to obtain records from dozens of federal agencies relating to the origins of COVID-19 and the DEFUSE project. Under duress, the administration finally released documents that show that the DEFUSE project was pitched to at least 15 agencies in January 2018.
What does this mean?
VideoIt means that at least 15 federal agencies knew from the beginning of the pandemic that EcoHealth Alliance and the Wuhan Institute of Virology were seeking federal funding in 2018 to create a virus genetically very similar if not identical to COVID-19.
Disturbingly, not one of these 15 agencies spoke up to warn us that the Wuhan Institute of Virology had been pitching this research. Not one of these agencies warned anyone that this Chinese lab had already put together plans to create such a virus.
Peter Daszak concealed this proposal. University of North Carolina scientist Ralph Baric, a named collaborator on the DEFUSE project, failed to reveal that the Wuhan Institute of Virology had already proposed to create a virus similar to COVID-19.
And now we know that 15 agencies heard the proposal and when each agency discovered that COVID-19 was strangely similar to DEFUSE’s proposed virus creation, not one agency head stepped forward to warn the public that the virus might be man-made and therefore already adapted to transmit freely among humans.
Not surprising to some of us, Dr. Anthony Fauci’s National Institute of Allergy and Infectious Diseases (NIAID) was not only briefed on Wuhan’s desire to create this virus, NIAID was actually listed as a participant in the initial DEFUSE pitch. Fauci’s Rocky Mountain Lab was named as a partner alongside the Wuhan Institute of Virology in the proposal.
These documents also reveal that a scientist whose lab has received millions of dollars from EcoHealth was also part of the original plan to create these chimeric coronaviruses. This researcher, Ian Lipkin, also later became one of the authors of "Proximal Origins," a journal paper commissioned by Fauci and National Institutes of Health head Francis Collins to throw shade on anyone arguing that the virus might have come from the lab. Yet, Ian Lipkin never revealed to the public the DEFUSE proposal.

An even larger backstory. Eleven Days before leaving office President Obama’s administration re-authorized funding for the creation of biological weapons using SARS viruses. However, essentially this re-authorization was only kickstarting funding within the U.S. because the funding of weaponization of SARS-CoV-2 never actually stopped in 2014. The media reporting on this is misleading, if not downright false.
In the original pdf guidance for the 2014 research pause of into weaponization of SARS viruses there was a footnote that everyone seems to have missed [LINK]:
This exception essentially permitted the Pentagon to continue funding the creation of SARS as a biological weapon in Wuhan, China, under the auspices of national security. Which is exactly what the defense department did: “Grants from the Pentagon included $6,491,025 from the Defense Threat Reduction Agency (DTRA) from 2017 to 2020” (link).

♦ October 17, 2014 – U.S. funding of SARS to create a biological weapon was paused due to the extreme risk of a pandemic. However, the pause allowed agencies within the U.S. government to continue funding if they determined “the research is urgently necessary to protect the public health or national security.”
♦ 2014 through 2020 the Pentagon continued funding research in Wuhan, China. Fear of discovery would explain why many top officials in the U.S. Defense Department were against the Trump administration [with increased severity after the COVID pandemic began].
♦ May 2016 – [An Election Year] “after thorough deliberation and extensive input from domestic and international stakeholders, the NSABB [National Science Advisory Board for Biosecurity] issued its recommendations. NSABB’s central finding was that studies that are expected to enhance PPP have potential benefits to public health but also entail significant risks. NSABB recommended that such studies warranted additional scrutiny prior to being funded.” Anthony Fauci is on the NSABB.
♦ January 9, 2017 – [Four Days after the Susan Rice oval office meeting with Obama, Biden, Comey, et al] The Obama Administration re-authorizes funding for the creation of SARS biological weapons. “Adoption of these recommendations will satisfy the requirements for lifting the current moratorium on certain life sciences research that could enhance a pathogen’s virulence and/or transmissibility to produce a potential pandemic pathogen (an enhanced PPP).“
Given the workarounds, exceptions and plausible deniability for the consequences, built into the original moratorium guidance in 2014, the defense department was operationally permitted to keep funding the biological weapons research in Wuhan, China. The 2014 ban was a funding moratorium in name only; however, it appears the funding for U.S. research in North Carolina was stopped.
What was reauthorized in 2017 was the need to use “national security” as an excuse to continue the research. It also appears funding of SARS as a biological weapon inside the U.S. (North Carolina) was now permitted again." .......

"The collaboration between EcoHealth Alliance’s CEO Daszak and Zhengli-Li Shi began in 2004 and spanned 16 years of coronavirus research. They jointly led expeditions to caves teeming with bats (collecting over 500 novel coronaviruses, including approximately 50 related to SARS or MERS) — activities they would not have undertaken without the events of 2003 showing that such bat coronaviruses had the potential to become human pathogens.
Daszak and Zhengli’s collaborative efforts extended to gain-of-function research aimed at making coronaviruses more infectious in humans. Notably, according to the House’s “Origins of Covid 19” report, “the vast majority of the most relevant scientific publications that have emerged from the WIV regarding coronaviruses was conducted with funding provided by Peter Daszak through EcoHealth Alliance.” His protégée, Zhengli-Li Shi, remains the most likely source of the SARS CoV-2 leak (despite Daszak’s self-exculpatory defenses of both Zhengli Shi and the “wet market” theory).
In 2018, EcoHealth conducted a serological surveillance study near bat colonies in rural Yunnan China, revealing evidence of human infection by bat SARS-like viruses. Daszak emphasized at that time, “This doesn’t necessarily indicated a brewing outbreak…It does, however, quite clearly show the value of continued biosurveillance…If we know what viruses are out there in wildlife, and which people are getting infected, we have a chance to stop pandemics dead in their tracks.”
What happened between 2018, when Daszak’s team found that bats had infected humans with SARS-like viruses, but it didn’t necessarily mean there was a ‘brewing outbreak,’ and 2019 when SARS-CoV-2 began to circulate widely among humans? The answer to that question appears to be gain-of-function research.
Daszak, early in the pandemic using classic “The best defense is a good offense” -strategy, deflected from his own complicity with “Ignore the conspiracy theories: scientists know Covid-19 wasn’t created in a lab,” adding a touch of maudlin, misplaced, and ironic “EcoHealth-” quasi-environmentalism: “If we allow myths and rumors to set our pandemic prevention agenda, we miss, quite literally, the forest for the trees.” His attempts to overload public discourse with this narrative, all the while being entangled in the very circumstances he sought to downplay, are redolent of this 2021 Late Night interchange:

Maybe a bat flew into the cloaca of a turkey and sneezed into my chili and now we all have coronavirus!’. …Anthony Fauci and Francis Collins should definitely be investigated.
Daszak orchestrated the recruitment of 26 prominent scientists (falsely) to counter claims of a potential lab leak in the now infamous Lancet letter of February 2020: attacking “conspiracy theories (sic) suggesting that Covid-19 does not have a natural origin“– and then covered his tracks, suggesting that the letter should not be identifiable as coming from any one organization or person.
Interestingly, Daszak had previously issued warnings about the risks of a global pandemic resulting from a laboratory incident, particularly with virus manipulation research like that conducted in Wuhan. In October 2015, he co-authored an article in the journal Nature on the “Spillover and pandemic properties of viruses,” which identified the risk from “virus exposure in laboratory settings” and “wild animals housed in laboratories.” Seven months earlier, Daszak had spoken on “spillover potential” from “genetic and experimental studies.”

The People Behind Resilience
“… Resilience was co-founded by Biotech venture capitalist Robert Nelsen, who is known for listening “to science’s earliest whispers, even when data are too early for just about anyone else.” Nelsen was one of the earliest investors in Illumina, a California-based gene-sequencing hardware and software giant that is believed to currently dominate the field of genomics. As mentioned in a previous Unlimited Hangout investigation, Illumina is closely tied to the DARPA-equivalent of the Wellcome Trust known as Wellcome Leap, which is also focused on “futuristic” and transhumanist “medicines.” Nelsen is now chairman of National Resilience’s board, which is a “Who’s Who” of big players from the US National Security State, Big Pharma and Pharma-related “philanthropy.”
However, while Nelsen has been given much of the credit for creating Resilience, he revealed in one interview that the idea for the company had actually come from someone else – Luciana Borio. In July of last year, Nelsen revealed that it was while talking to Borio about “her work running pandemic preparedness on the NSC [National Security Council]” that had “helped lead to the launch of Nelsen’s $800 million biologics manufacturing startup Resilience.”
At the time of their conversation, Borio was the vice president of In-Q-tel, the venture capital arm of the CIA that has been used since its creation in the early 2000s to found a number of companies, many of which act as Agency fronts. Prior to In-Q-Tel, she served as director for medical and biodefense preparedness at the National Security Council during the Trump administration and had previously been the acting chief scientist at the FDA from 2015 to 2017.

Borio is currently a senior fellow for global health at the Council on Foreign Relations, a consultant to Goldman Sachs, a member of the Bill Gates-funded vaccine alliance CEPI, and a partner at Nelsen’s venture capital firm ARCH Venture Partners, which funds Resilience. Nelsen’s ARCH previously funded Nanosys, the company of the controversial [traitor] scientist Charles Lieber. Around the time of her conversation with Nelsen that led to Resilience’s creation, Borio was co-writing a policy paper for the Johns Hopkins Center for Health Security that recommended linking COVID-19 vaccination status with food stamp programs and rent assistance as a possible means of coercing certain populations to take the experimental vaccine.
Borio is hardly Resilience’s only In-Q-Tel connection, as the CEO of In-Q-Tel, Chris Darby, sits on the company’s board of directors. Darby is also on the board of directors of the CIA Officers Memorial Foundation. Darby was also recently a member of the National Security Commission on Artificial Intelligence (NSCAI), where members of the military, intelligence community and Silicon Valley’s top firms argued for the need to reduce the use of “legacy systems” in favor of AI-focused alternatives as a national security imperative. Among those “legacy systems” identified by the NSCAI were in-person doctor visits and even receiving medical care from a human doctor, as opposed to an AI “doctor.” The NSCAI also argued for the removal of “regulatory barriers” that prevent these new technologies from replacing “legacy systems.”
Another notable board member, in discussing Resilience’s intelligence ties, is Drew Oetting. Oetting works for Cerberus Capital Management, the firm headed by Steve Feinberg who previously led the President’s Intelligence Advisory Board under the Trump administration. Cerberus is notably the parent company of DynCorp, a controversial US national security contractor tied to numerous scandals, including scandals related to sex trafficking in conflict zones. Oetting is also part of the CIA-linked Thorn NGO ostensibly focused on tackling child trafficking that was the subject of a previous Unlimited Hangout investigation.
Oetting is also the co-founder of 8VC, a venture capital firm that is one of the main investors in Resilience. 8VC’s other co-founder is Joe Lonsdale and Oetting “started his career” as Lonsdale’s chief of staff. Lonsdale is the co-founder, alongside Peter Thiel and Alex Karp, of Palantir, a CIA front company and intelligence contractor that is the successor to DARPA’s controversial Total Information Awareness (TIA) mass surveillance and data-mining program. “One Government Entity” was an odd choice of words. We have separate branches of government and separate federal agencies for many reasons. Importantly, this was envisioned by the framers as a system where federal agencies’ authorities are limited, and where different branches of government serve as checks or limits to each other. All those reasons apparently could be disregarded seemingly in an instant, under a manufactured “emergency”.
At the time of the OWS announcement I thought it was odd that there was a need to bring DOD into this activity at all. What do they know about making drugs? Close to nothing. What do they know about pharmacy distribution chain in the US (which is fast, traceable, regulated by the states, very experienced, and is already established everywhere) - also not much. I later learned about the real role of the DOD in the “covid” mass murder exercise. I wrote many articles about it here, here and here, and made several presentations on this topic here and here.
While it is now very clear that the DOD has been leading and funding the mass killing of civilians and own service members (to be replaced by imported mercenaries via southern border trafficking), to date, the reasons for the DOD-HHS partnerships remained vague. We knew the criminals needed the fig leaf of a faked “public health emergency” to issue the PREP Act declarations and EUAs (here, here and here), but the topic of the “partnership” remained largely unelucidated.
Debbie Lerman, a journalist writing for Brownstone Institute, did some outstanding digging and analysis to uncover a really important piece of evidence of a carefully pre-planned, coordinated attack by the US federal agencies working in concert. It appears that one of the main reasons this “partnering” needed to happen was the use of Other Transaction Authority (OTA). It turns out, quite reasonably, different federal agencies have different scope of the OTAs. The scope of HHS’s OTA did not permit manufacturing pharmaceuticals at scale, especially not before satisfying regulatory requirements for safety.
To summarize the predicament of Other Transaction Authority/Agreements with respect to civilian authorities, in general, and Covid mRNA vaccines, in particular:
OTA was written and codified as a way for the military to acquire weapons and other necessary systems and equipment without a lot of bureaucratic red tape. It covers research and development, prototypes, and subsequent manufacturing.
The only OTA for a public health agency is for the HHS and it only covers Research & Development, not prototypes or manufacturing.
Even the R&D OTA given to the HHS still requires products to be manufactured “in a form that satisfies the regulatory requirements” for drug and vaccine safety.
In other words: There is no way HHS could have used its very limited OTA to sign contracts for hundreds of millions of novel medical products.
So what did HHS do?
As the Government Accountability Office (GAO) noted in its July 2021 report on “Covid-19 Contracting:” HHS “partnered” with DoD to “leverage DoD’s OTA authorities…which HHS lacked.” (p. 24)
Acting as separate federal agencies within the limits of their authorities, neither HHS nor DOD would have been able to order 100 million doses of unapproved, untested, previously thoroughly failed “vaccine”. So they “partnered” in order to break the constraints of their authorities:
While the HHS OTA requires adherence to extensive development and manufacturing regulations, the OTA pathway for the DoD to develop medical countermeasures requires only “FDA licensure.”
Thus, using DoD Other Transaction Authorities, it would theoretically be possible to bypass any safety regulations – depending on the requirements for FDA licensing of an OTA-generated product. As we will see, in the case of the Covid mRNA vaccines, Emergency Use Authorization was granted, requiring no legal safety oversight at all.
Another very useful insight from Debbie on EUA Countermeasures law is that the utilization of EUA in this “partnering” scheme is evidence in itself that the relevant US Government officials never believed covid was a viral pandemic. They knew it was a chemical, biological, radiological or nuclear (CBRN) agent or combination of such agents. That is because the EUA law does not include naturally occurring viral outbreaks (if you believe those exist in modern sanitary conditions, I don’t). The fact that the senior government executives lied by pumping mass propaganda about the “wet market zoonotic jump”, utilizing massive network of DHS and intelligence contractors to censor any social media mention to the contrary, prosecuting and smearing any credentialed person who pointed to the holes in their narrative, performing endless clown-show Congressional hearings about whether it was a zoonotic jump or a Wuhan leak, and currently continue to pretend covid was a viral pandemic only points to one thing - this attack being perpetuated by those who lie and cover it up, i.e. the US Government officials themselves:

The responses came from DARPA’s official Twitter account. …DARPA was apparently quite proud of the fact that it provided grant money to Moderna for vaccine development. It did not occur to them that it’s an unprecedented conflict of interest for the U.S. federal government to be coercing Americans into getting an experimental vaccine when the supposedly private company that creates the experimental vaccine is basically a subsidiary of the federal government.
…Why was DARPA interested in experimental DNA vaccines in the first place? Since when does DARPA get involved in healthcare?
Well, it turns out that DARPA is actually interested in an implantable microchip “that can change human DNA.”
Here’s where things get very dark and very interesting. In a 2019 article title “The Government Is Serious About Creating Mind-Controlled Weapons” the author Edd Gent explains that DARPA wants to genetically “tweak” human beings. How is that possible? The article explains that DARPA “plans to use viruses modified to deliver genetic material into cells — called viral vectors — to insert DNA into specific neurons that will make them produce two kinds of proteins.”
Are you awake yet? They want to use viruses that have been modified to deliver genetic material into your cells to change your DNA. How would that work? The article explains:
The first type of protein absorbs light when a neuron is firing, which makes it possible to detect neural activity. An external headset would send out a beam of infrared light that can pass through the skull and into the brain. Detectors attached to the headset would then measure the tiny signal that is reflected from the brain tissue to create an image of the brain. Because of the protein, the targeted areas will appear darker (absorbing light) when neurons are firing, generating a read of brain activity that can be used to work out what the person is seeing, hearing or trying to do.
The second protein tethers to magnetic nanoparticles, so the neurons can be magnetically stimulated to fire when the headset generates a magnetic field. This could be used to stimulate neurons so as to induce an image or sound in the patient’s mind. As a proof of concept, the group plans to use the system to transmit images from’ the visual cortex of one person to that of another.
The words that should stick out for you are: magnetic nanoparticles. That’s usually another name for: graphene oxide. There are numerous reports that graphene oxide is an undisclosed ingredient showing up in the experimental vaccines. If that’s true, then the question must be asked: why is such a thing being distributed secretly into the population (without their consent) using the experimental vaccines?
Let’s be clear what we do know now: American taxpayers actually paid the Chinese Communist Party to create COVID-19. Fauci and Peter Daszak and Dr. Ralph Baric did everything they could to create this bioweapon. When things “went bad” the U.S. government actively suppressed the truth to the American people about its origins. Then the U.S. government actively suppressed cheap cures like Ivermectin and HCQ in order to push experimental vaccines being developed by DARPA. (How many people died because of that decision?) The American corporate media also actively collaborated with the U.S. federal government to suppress the truth about COVID — including by branding honest journalists as “conspiracy theorists” who accurately reported the truth.

“All Covid countermeasures, including the biological warfare agents marketed as “Covid-19 vaccines”, were ordered by the US DoD as a “large scale manufacturing demonstration” via Other Transactions Authority contracts.
Hundreds of Covid countermeasures contracts became available via FOIA and SEC disclosures in redacted form. Review of these contracts indicates a high degree of control by the US Government (DoD/BARDA) and specifies the scope of deliverables as “demonstrations” and “prototypes” only. In other words, the US Government and DOD specifically ordered a fake theatrical performance from the pharmaceutical manufacturers. Just to make extra certain that the pharmas are free to conduct the fakery, the contracts include the removal of all liability for the manufacturers and any contractors along the supply and distribution chain under the 2005 PREP Act and related federal legislation.
The contracts are structured under Other Transactions Authority (OTA) – OTA method of contracting allows federal agencies to order otherwise-regulated products bypassing any such regulations, as well as financial accountability mechanisms that cover standard government contracting, and other laws that regulate disclosure and Intellectual Property (IP) derived from publicly funded research. …
While the DOD/BARDA countermeasure contracts refer to safety and efficacy requirements for vaccines and mention current Good Manufacturing Practices (cGMP) compliance, these items are explicitly carved out as not being paid for nor ordered by the US Government.
This gets even more interesting when we examine some of the redactions in contracts:
I know what is in the redacted part of the above paragraph and it was not hard to figure out. The first redaction under 1.1.1 BACKGROUND is “Fosun Pharmaceuticals”, so the sentence reads “Fosun Pharmaceuticals”, Pfizer and BioNTech entered into an agreement for the co-development…”
Note: the only journalist I am aware of in either “mainstream” or “resistance” who mentioned Fosun was Naomi Wolf, kudos to her. I was in touch with The Epoch Times to try to publish this information, and even they decided to bury the story (but they published my other materials). I did discuss this on Dr. Jane Ruby’s show, and kudos to her as well for not being afraid to cover the truth.
Pfizer-BioNTech is really a 3-party R&D alliance: Fosun-Pfizer-BioNTech, and by “party” I mean that one of the three is the Chinese Communist Party. Fosun is a huge Chinese conglomerate that owns a large number of global companies, and its chairman Guo is a very high ranking member of the CCP.
