Say a tree-hugger group wants to enact some dubious job-killing policy. No politicians will vote for the unpopular measure, so they conspire with their fellow extremists within the appropriate agency to bring a lawsuit. They get a crooked judge who also wants the extreme policy.
This is supposed to be an adversarial contest with a neutral arbiter, but in fact, all three parties want the same outcome. And BAM-- suddenly, the Judge imposes the extreme policy openly desired by the activists and secretly desired by the agency and the judge.
It's the perfect Closed Loop of Tyranny. No representative ever got their hands dirty voting for the law, but there it is anyway.
A variation of that is going on now with the BidenReich Regime, and its become so commonplace that it need a name.

* NYC paid off their Democrat Paramilitary Rioters by losing the wrongful arrest case they brought.
* Another variation was the Atlanta Election Theft Case. Ruby Freeman pulled out suitcases full of fake votes so a Feral Judge fined Rudy Guiliani for noticing. Child Molestor Biden gave her a medal for stealing Georgia for him.
* In the True the Vote case, Konnech was sending election data back to China, including personnel files for the recruitment of election workers into Election Fraud.
The case was sent to LA DA George Gascon's office who kept downgrading the charges. One prosecutor there actually tried to press real charges against them, so Gascon apologized and paid Yu $5 million for his trouble. Yu then fled back to China just like the FBI wanted.
