How do you know if their parents consent?  How do you know these children are even 12? Are they getting multiple doses just to get the money? How about the needy homeless? Winos and addicts?
You don't treat children without consent. Schools can't even give aspirin without parental consent. You don't bribe children either. They're not old enough to weigh the risks. Didn't we ban Joe Camel ads for that very reason? Hell, we bumped the cigarette purchase age to 21 because we said they're not mature enough. You can be a 20 year-old serving in combat, married with children, a registered voter and licensed pilot--and we STILL won't let you buy a fucking pack of cigarettes--but we're going to bribe children to take an experimental Genetically-Modifying medical device in secret?
You don't create a moral hazard like that for the needy or addicted either.
