There is a push by Mark Warner and Decepticons Cotton & Lankford to abolish the ODNI office since Tulsi proved the office can be used to rein in the Deep State Gangsters. That  would transfer power back to the CIA for more Tyranny and Trafficking.

Pulte's plan to downsize seems similar, but it's not. I think it's the opposite: he wants to purge the Deep State's enemy agents within, not abolish the agency.
