He'd better start by screening those departments themselves.
As for Russia, Putin will do what's good for Putin. Downplaying NATO only encourages Putin. Don't look in his soul or reset again--dictators are allergic to America, notwithstanding Manafort's disgraceful history of high-paid Ukrainian toadying. Still, he's not the candidate.
